Pat Guzmán-Weema

Pat Guzmán-Weema is on the OneStar Executive Team as the Director of Operations & Compliance, developing human resources and operations strategy, implementing policies and procedures that contribute to reaching strategic goals, and ensuring organizational compliance with grant requirements. Pat joined OneStar in 2017 as a Program Officer before moving into the role of Manager of AmeriCorps Texas, focusing on the oversight and support of the grant portfolio and leading a team of Program and Grants Officers. Prior to joining OneStar, Pat spent a year and a half working at The Pro Bono Project in New Orleans as a Staff Attorney managing a medical-legal partnership combating health-harming social conditions by addressing civil legal needs. She worked at Tulane University Law School as a Career Counselor assisting students with their public interest job search. Pat served as an Equal Justice Works AmeriCorps Legal Fellow at Southeast Louisiana Legal Services for two years, representing low-income tenants with legal issues related to housing. Pat received her Juris Doctor from Tulane University Law School, and her Bachelor of Arts from the University of Notre Dame. She currently lives in Austin with her husband and two sons.

Betty Jo Schafer

Betty Jo Schafer serves as a Senior Grants & Operations Officer and supports the development and implementation of the AmeriCorps Texas grants portfolio at OneStar. Betty Jo has served in various social work settings—particularly with adult homeless, substance use-disordered, and criminal justice system-involved populations—and has spent many years volunteering with military families across the country. Before shifting her career into social work, she was employed with an environmental legislative advocacy nonprofit in Anchorage, Alaska, working in communications. Betty Jo received her Associate of Science of Business Administration degree in Indiana, her Bachelor of Social Work degree from The University of Texas at El Paso, and her Master of Science of Social Work degree, with a concentration in administration and policy practice, from The University of Texas at Austin. When she isn’t working, Betty Jo loves to volunteer and spend time with her two children.

Jaclyn Kolar

Jaclyn Kolar

Jaclyn Kolar serves as Vice President of Service & Volunteerism overseeing OneStar’s AmeriCorps Texas grant portfolio and the OneStar VISTA Intermediary Project as well as statewide volunteerism initiatives.  Jaclyn started at OneStar in 2015 as a Program Officer, and then the Manager of AmeriCorps Texas before moving into the Director of National Service role. In her current role she is focused on providing strategic direction for national service resources throughout the state. Prior to joining OneStar, Jaclyn spent nearly five years working at Travis County 4-H CAPITAL AmeriCorps Project, a OneStar AmeriCorps grantee. Jaclyn is a two-time AmeriCorps alum, serving first as an AmeriCorps VISTA in Burlington, Vermont, and then as a VISTA Leader in Austin, Texas.  Jaclyn received her Master of Business Administration in Sustainable Systems from Pinchot University, and her Bachelor of Arts in History with a minor in Russian Studies from the University of Michigan. She currently lives in Austin with her husband, and two children, Miklas and Olina.

Joshua Winata

Joshua Winata

Joshua Winata leads marketing & external communications efforts and develops and administers OneStar’s Salesforce platform as Director of Communications & Systems. He previously served as Communications & Systems Officer and as a Program Officer with the AmeriCorps Texas team. Before joining OneStar, Joshua worked at New York Cares as a Corporate Relations Officer, where he was responsible for securing charitable sponsorships and designing and executing employee volunteer programs for hundreds of companies in New York City. He has served two terms of service with AmeriCorps: first in 2009 as part of a wildland fuel reduction crew in California with the National Civilian Community Corps, and then in 2010 as a Marketing Coordinator VISTA at the Taproot Foundation, where he implemented a new brand strategy and developed marketing materials to promote the pro bono service movement. Joshua has also previously worked as a journalist for the Killeen Daily Herald, Houston Chronicle, and Brooklyn Daily. He holds a bachelor’s in Corporate Communications from The University of Texas at Austin. In his free time, Joshua enjoys hiking and biking, and he is also an avid freelance photographer.

Chris Bugbee

Chris Bugbee

In October 2019, Chris Bugbee was appointed by the Governor of Texas to serve as President & CEO of OneStar Foundation and OneStar National Service Commission.  Prior to this role, Chris served as Chief Operating Officer at OneStar, serving in an executive leadership role with oversight over OneStar’s key programmatic initiatives, including AmeriCorps*Texas, AmeriCorps VISTA, Disaster Services, and the Rebuild Texas Fund, as well as oversight of financial, budget and human resource functions. He also oversaw implementation of the Texas Faith-Based and Community Initiative, including statewide efforts to strengthen the nonprofit sector in Texas.

Before joining OneStar in 2006, Chris was appointed to serve in Washington as Deputy Director of the Center for Faith-Based and Community Initiatives at the U.S. Department of Health and Human Services. He also served at the White House as Associate Director in the Office of Faith-Based and Community Initiatives and as a Senior Intergovernmental Officer for the U.S. Secretary of Labor.

During his time at the White House, Chris was responsible for overseeing the implementation of several of the President’s key State of the Union initiatives, a prisoner reentry program and a program designed to provide mentoring for children of prisoners.

In 2008, Chris was selected by the Governor of Texas to participate in the Governor’s Executive Development Program, a leadership program for top executives in state government. In July 2014, Chris was recognized as a finalist for the Austin Business Journal’s “Best Nonprofit CFO/COO” Award.

Chris is a native Texan and holds a bachelor’s degree in agricultural development from Texas A&M University and a master’s degree in public service and administration from the George Bush School of Government and Public Service. Chris is married and currently resides in Austin with his wife Heidii and two sons, Braden and Brant.
